These terms are often used interchangeably to refer to anything added inside a package to protect the goods in transit. However, they are not the same thing.
Protective Packaging
Designed to take the impact of a fall or crush and keep products from breaking. It cushions products with multiple layers of bubble wrap or foam.
Void Fil
Fits into gaps between a box and its contents, preventing shifting during transit. Void fill is usually made of paper, but can also consist of packing peanuts or air pillows.
